BELLINGHAM, WA (MyBellinghamNow.com) – The Noisy Waters Mural Festival returned to Bellingham’s waterfront for the fourth time this year, bringing with it art, music and fun for the family.  Thirteen muralists from around the country filled 8′ x 8′ canvases on full public display over the weekend. The murals were then voted on by festivalgoers, with the top four artists receiving first, second, third and grand prizes.
